You can change this setting in the registry:
HKEY_CURRENT_USER/Software/FreeDownloadManager.ORG/Free Download Manager/ChromeMinSize
Files less than a specified size will be downloaded instantly using internal download manager
So, if you want to use FDM regardless of the size of files then set "ChromeMinSize" value to zero
